Iowa Quarter Horse Association Breeder's Futurity & Stallion Auction 2006 General Rules Iowa Quarter Horse Association (IQHA) Breeder's Futurity and Stallion Auction are functions of the Iowa Quarter Horse Association. Any rules herewith can be changed, added to, or denied at the discretion of the Board of Directors of the Iowa Quarter Horse Association.
Iowa Quarter Horse Association (IQHA) Breeder's Futurity and Stallion Auction are functions of the Iowa Quarter Horse Association. Any rules herewith can be changed, added to, or denied at the discretion of the Board of Directors of the Iowa Quarter Horse Association. STALLION AUCTION - 1). $100.00 (or a maximum of $200.00) Booking Fee must accompany the stallion agreement and information sheet in order to be cataloged for the auction. 75% of the booking fee will be added to prize money 25% will be retained by IQHA. 2). Stallion owners may show one colt for each stallion entry (i.e. if the stallion owner paid $100.00 booking fee and put his stallion in one time he would have one foal eligible for nomination, if he paid $200.00 booking fee and put his stallion in the auction two times he would have two foals eligible for nomination). The stallion service fee must sell by June 1st in order for the stallion owner to have an eligible entry. If it does not sell the stallion owner forfeits his entry. 3). The stallion and mare owners will still be responsible for nominating their mare and entering the foal. 4). Purchaser of stallion fee will be charged $35.00 for an IQHA membership if not a current member at the time of sale. 5). Auction expenses will be pro-rated between Halter Division and Performance Division based on the designation of the stallion. IQHYA will receive $1000.00 for clerking the auction. ELIGIBILITY - Only foals resulting from a stallion's service purchased at the IQHA Breeder's Futurity Stallion Auction and properly nominated will be eligible for this futurity. RETURN SERVICES 1). Should a mare not conceive the first year of service, the mare will be given return service the second year. In case of death of original mare or should she prove unbreedable a substitute mare will be accepted. Money from the stallion service fee auction will remain in the year purchased but foal will be moved to his year of eligibility. Only registered Quarter Horse mares (with a number) will be accepted by this committee for nomination in the Futurity. Cropouts resulting from AQHA registered parents are eligible to show with APHA papers. Persons wanting to breed other than Quarter Horse mares (i.e. paints, appaloosa, etc.) must seek approval from stallion owner and resulting foal WILL NOT be eligible for either futurity. 2). Contract does not call for third year privileges, however, if stallion owner is willing to perform service the third year it will be acceptable to the committee. 3). If, due to extenuating circumstances, concerning a return privilege, death of mare, or should she prove unbreedable, committee will meet to discuss the matter and make a ruling. 4). In the event a mare aborts, or death of a foal at time of foaling, the owner will be allowed to substitute a second mare before the second mare foals, or the option to go back the next year. You must send a certificate from the vet to certify. This must occur immediately upon the death of the foal. In the event of a colt born with a genetic disability, owner would immediately need to notify the Futurity Chairperson and also within 10 days of birth send proper verification including vet certificate. It will then be taken to the Board of Directors for a decision regarding a carryover. CREDITS- In event of death of a stallion or should he become unserviceable, or should stallion owner, manager, or lessee refuse to honor contract for any reason, credit will be given to purchaser for the following year or years for the same amount on another breeding fee through the auction. There will be no refunds. UNSOLD SERVICES - Service fees not sold on the auction can be sold by committee to a qualified purchaser up to June 1st for one-half of the advertised fee plus $35.00 - minimum $235.00. Second fees must sell for the same amount first fee sold for at the auction. Private treaty horses will start at $535.00 unless stallion owner requested otherwise prior to the auction. PRIZE MONEY - Stallion Owner will designate where the money from the booking fee and service fee on his horse will be placed, whether 100% to Halter Division OR 100% to Performance Division OR 50% to Performance Division and 50% to Halter Division. Regardless of how the money is designated the resulting foals if duly nominated are eligible for all divisions of the Breeder's Futurity regardless of the assignment of proceeds. All proceeds from the sale of these services and 75% of the booking fees, penalties and interest income will be used as "Prize Money" less actual auction and futurity expenses and awards (not to exceed 20% of the proceeds). MARE NOMINATION - Nomination of the mare must be made by November 1 of the year the mare is bred. Nomination fee of $15.00 is required. EXHIBITION - The IQHA Breeder's Futurity will be held each year at such a place as may be designated by the IQHA Board of Directors. Qualified AQHA approved judges will judge all classes. Owner and Exhibitor of colts at time shown must be a current member of IQHA. A complete Photostat copy of the eligible horse's AQHA or APHA application papers must be sent to the Futurity Chairperson by August 1 of the year foaled. Foal WILL NOT be eligible if the aforementioned requirement is not fulfilled. Papers may be checked at the gate the day of show. A copy of the original AQHA or APHA registration papers must be sent to the IQHA office and verification of papers will be made with AQHA and APHA before any prize money is paid. DRUG TESTING/DNA TESTING - All horses are subject to Drug testing/DNA testing. The IQHA Board of Directors determines the method of testing and levels allowable for the year the futurity is held.
WEANLING HALTER CLASSIFICATION - Only colts (studs/geldings) and fillies duly nominated and entered in the Weanling Classification are eligible to be shown in the IQHA Breeder's Futurity. Eligibility is established as follows: 1). All foals that are born as a result of mating from a service purchased in the IQHA Breeder's Futurity Stallion Auction are eligible provided 2). Fee Schedule is paid as follows: A. $10.00 on or before July 1st of the year foaled keeps foal eligible for the yearling year. After July 1st late fees apply. B. A fee of $40.00 ($20.00 entry + $20.00 office charge) paid on or before July 1st of the year foaled will serve as a prepayment and will constitute full payment and foal will be eligible to be shown in the weanling division and this also carries eligibility to yearling year. After July 1st late fees apply. C. Late fees - Entries postmarked July 2- September 1 add $25.00; entries postmarked September 2 to show date add $50.00. 3). The Weanling classification will be separated into two divisions: Fillies and Colts (studs/geldings). The Fillies and Colts (studs/geldings) will then be split into Early and Late Divisions and pay 10 places in each of the 4 divisions. OWNER - WEANLING HALTER INCENTIVE CLASS - Any foal that did not place in the Top Ten of its original weanling classification is eligible to show back by the owner, or an immediate family member of the owner. YEARLING HALTER CLASSIFICATION - Only colts, fillies and geldings duly nominated and entered (but not necessarily shown) in the previous year's Weanling classification are eligible to continue nomination on the Yearling Classification of the IQHA Breeder's Futurity. To maintain eligibility, the following conditions must be met: 1). Fee Schedule is paid as follows: A. $10.00 on or before July 1st of the yearling year keeps yearling eligible for 2-year-old year. After July 1st late fees apply. B. A fee of $40.00 ($20.00 entry fee + $20.00 office charge) paid on or before July 1st of the yearling year will constitute payment in full and yearling will be eligible to be shown in the yearling division and this also carries eligibility to two-year-old year. After July 1st late fees apply. C. Late fees - Entries postmarked July 2 - September 1 add $25.00; entries postmarked September 2 to show date add $50.00. Three yearling halter classes will be offered - Mares, Geldings, and Stallions. YEARLING LONGE LINE DIVISION - Only stallions, mares and geldings duly nominated and entered (but not necessarily shown) in the previous year's Weanling classification are eligible to be shown in the Yearling Longe Line Division. The yearling longe line class will be governed for procedure and equipment by NSBA rules. To maintain eligibility the following conditions must be met: 1). Fee Schedule is paid as follows: A. $10.00 on or before July 1st of the yearling year keeps the yearling eligible for the 2-year-old year. After July 1st late fees apply. B. A fee of $40.00 (20.00 entry + $20.00 office charge) paid on or before July 1st of the yearling year will constitute payment in full and yearling will be eligible to be shown in the yearling longe line division and this also carries eligibility to the 2-year-old year. After July 1st late fees apply. C. Late Fees - Entries postmarked July 2 - September 1 add $25.00; entries postmarked September 2 to show date add $50.00. TWO-YEAR-OLD WESTERN PLEASURE - Only stallions, mares and geldings duly nominated and entered (but not necessarily shown) in the previous years' Weanling and Yearling Classifications are eligible to be shown as a 2 year old. To be shown the following conditions must be met: 1). Fee Schedule is paid as follows: A. $10.00 on or before July 1st of the two year old year keeps two year old eligible for 3 year old year. B. A fee of $40.00 ($20.00 entry fee + $20.00 office charge) paid on or before July 1st of the two year old year will constitute payment in full and 2 year old will be eligible to be shown in the 2 year old Western pleasure. After July 1st late fees apply. C. Late fees: Entries postmarked July 2- September 1 add $25.00; entries postmarked September 2 to show date add $50.00. THREE-YEAR-OLD WESTERN PLEASURE - Only stallions, mares and geldings duly nominated in the previous years' are eligible to be shown as a 3 year old. To be shown the following conditions must be met: 1) Fee Schedule to be paid as follows: $40.00 ($20.00 entry fee $20.00 office charge) must be paid on or before July 1st of the 3 year old year, will constitute payment in full and 3 year old will be eligible to be shown in the 3 year old Western Pleasure. After July 1st late fees apply. B. Late Fees: Entries postmarked July 2- September 1 add $25.00; entries postmarked September 2 to show date add $50.00 LIMITED OPEN 3-and-4-YEAR-OLD HUNTER UNDER SADDLE - This class is open to any 3-year-old or 4-year-old sired by any sold stallion in the auction. There is an entry fee of $150 ($20 office charge) for horses not nominated previously in the Iowa Breeders Futurity. The entry fee for a nominated Iowa Breeders Futurity paid up entry is $100 ($20 office charge). Entry fees must be postmarked on or before July 1. PRIZE FUNDPRIZE FUND FOR FOALS RESULTING FROM 2006 AUCTION - The Prize Fund shall be distributed into individual awards, classifications and class purses as follows: a) $25.00 from each halter designated stallion fee sold will be used to fund the Owner-Weanling Incentive Class with a maximum of $2,000.00 to be placed in this class. Any excess will be added to the Halter Division classes with 65% of the proceeds to the Weanling classes and 35% to the Yearling Halter Classes. b). $25.00 from each performance designated stallion fee sold will be used to fund the Three Year Old Western Pleasure Class with a maximum of $2,000.00 to be placed in this class. Any excess will be added to the Performance Division classes with 71.25% to the Two Year Old Western Pleasure Division, 23.75% to the Yearling Longe Line Division and 5% to the Limited Open 3 and 4 Year Old Hunter Under Saddle. c). 10 places will be paid in each division: 18%, 14%, 12%, 11%, 10%, 9%, 8%, 7%, 6%, 5%. Yearling Longe Line and Two Year Old Western Pleasure will have additional placings paid depending on the number of horses exhibited. d). In case of a point tie for placing, a tiebreaker judge will be used to determine the final standing, but the money will be added together and split equally.DONOR AWARD - Stallion owners donating services which result in money earning weanlings, yearlings and 2 year olds of the IQHA Breeder's Futurity will receive a stallion donor award of 10% of the earnings from horses placing 1st - 10th . WEANLING HALTER CLASSIFICATION PURSE - Sixty-five per cent (65%) of the designated from the IQHA Breeder's Futurity Stallion Auction proceeds, 100% regular weanling fees, penalties, accumulated interest and added donations are the total Weanling Purse. The purse will be pro-rated based on the number of horses shown in each class. A Grand Champion and Reserve Champion will be picked in both fillies and colts. OWNER - WEANLING HALTER INCENTIVE CLASSIFICATION PURSE - $25.00 from each Halter designated fee sold with a maximum of $2000.00 to be used for this class. No entry fee is charged for this class. YEARLING HALTER CLASSIFICATION PURSE - Thirty-five per cent (35%) of the designated proceeds from the IQHA Breeder's Futurity Stallion Auction. 100% regular yearling fees, penalties, accumulated interest and net added donations is the total Yearling Purse. The purse will be pro-rated based on the number of horses shown in each class. YEARLING LONGE LINE DIVISION - Twenty-three and seventy-five hundredths per cent (23.75%) of the designated proceeds from the IQHA Breeder's Futurity Stallion Auction. 100% regular yearling longe line fees, penalties, accumulated interest and net added donations is the total Yearling Longe Line Purse less $1,000.00 which will be used to fund placings 11th-15th. 1st-10th will be paid in percentages listed above. $1,000.00 will be distributed $200.00 each to placing 11th - 15th. If there are 16-20 horses shown 11th will receive $200.00; 21-25 horses shown 12th will receive $200.00; 26-30 horses shown 13th will receive $200.00; 31-35 horses shown 14th will receive $200.00; 36-40 horses shown 15th will receive $200.00. If there are not enough exhibitors, any remaining money will be added back to the purse. TWO YEAR OLD WESTERN PLEASURE DIVISION - Seventy-one and twenty-five hundredths per cent (71.25%) of the designated proceeds from the IQHA Breeder's Futurity Stallion Auction. 100% regular two year old fees, penalties, accumulated interest and net added donations is the total Two Year Old Western Pleasure purse less $1,000.00 which will be used to fund placing 11th - 15th. 1st - 10th will be paid in percentages listed above. $1,000.00 will be distributed $200.00 each to placing 11th - 15th. If there are 16-20 horses shown 11th will receive $200.00; 21-25 horses shown 12th will receive $200.00; 26-30 horses shown 13th will receive $200.00; 31-35 horses shown 14th will receive $200.00; 36-40 horses shown 15th will receive $200.00. If there are not enough exhibitors any remaining money will be added back to the purse. THREE YEAR OLD WESTERN PLEASURE DIVISION - $25.00 from each Performance designated fee sold with a maximum of $2000.00, 100% regular three year old fees, penalties, accumulated interest and net added donations is the total Three Year Old Western Pleasure purse. LIMITED OPEN 3-and-4-YEAR OLD HUNTER UNDER SADDLE - Five percent (5%) of the designated performance proceeds from the IQHA Breeders' Futurity Stallion Auction. 100% regular 3-and-4-Year Old Hunter Under Saddle fees, penalties, accumulated interest and net added donations is the total 3-and-4-Year-Old Hunter Under Saddle purse. In 2006 this class will be funded with entry fees and $1,000.00 added by IQHA.
The foregoing rules are subject to interpretation or change, if unusual and unforeseen circumstances arise. Any such interpretation of the change shall be made by the Board of Directors of the Iowa Quarter Horse Association, provided the question is raised at or prior to the Board of Directors meeting immediately preceding the Futurity date; otherwise any interpretation or change shall be made by a committee appointed by the IQHA President and approved by the IQHA Board of Directors.
